Presentació
El País Basc és un dels terrioris lluquians per excel·lència, doncs és prou conegut l'empeny d'Ernest Lluch per trobar vies de solució al conflicte basc. Lluch vas ser un gran enamorat d'Euskadi, de la seva cultura i de la seva gent. A Sant Sebastià, hi tenia pis on hi passava llargues temporades i assistia com a soci als partits de la Reial Societat. Allà hi va deixar bons amics i un projecte que havia endegat l'any 1997 juntament amb el seu bon amic Miguel Rodríguez i Herrero de Miñon: l'organització d'un seminari anual en el marc dels cursos d'Estiu de la Universitat del País Basc.

D'ença del seu assassinat, aquest seminari rep el nom d'Ernest Lluch i es ve organitzant anualment sota la direcció i l'impuls dels membres de la secció basca de la fundació.
